Public Finance Authority Approves Financing for Affordable Housing Projects in Salt Lake County, Utah

SALT LAKE CITY, UT – The Public Finance Authority (PFA) approved financing for The Give Initiative, Inc. (TGI), a Utah-based 501(c)(3) nonprofit organization, to convert two former motels into deeply affordable housing communities serving Salt Lake County’s most vulnerable residents.

The projects, known as Ville 1990 and Ville 72, will provide 232 studio units for individuals experiencing homelessness, survivors of domestic violence and sex trafficking, veterans, individuals with mental health and substance use disorders, formerly incarcerated individuals, and other vulnerable populations at or below 30% Area Median Income (AMI).

“This project exemplifies the type of community-focused development that addresses critical housing needs,” said Bill Kacvinsky, PFA Board Chair. “By supporting The Give Initiative’s work to create deeply affordable housing with comprehensive support services, we’re helping provide stable housing for those who face significant barriers in traditional housing markets.”

Project Details:

  • Ville 1990 (1990 W North Temple, Salt Lake City): 105 residential units across three buildings on 1.76 acres
  • Ville 72 (7263 Catalpa Street, Midvale): 127 residential units across four buildings on 4.26 acres

Both properties will feature low barriers to entry with no background checks or application fees. TGI will provide on-site case management programming that has successfully decreased evictions by over 95% at similar properties. The organization partners with Ville Property Management and collaborates with numerous community organizations, including the Salt Lake Valley Coalition to End Homelessness, The Road Home, the VA, and select health and mental health service providers.

Amenities will include business centers, peer support spaces, dog runs, on-site laundry facilities, and 24-hour security staff. Ville 1990 will initially operate as a winter overflow shelter from November 2024 through April 2025, after which residents will have the option to sign one-year renewable leases.

The Give Initiative’s mission focuses on three areas: creating affordable housing, anonymous giving, and fundraising for local nonprofits. The organization specializes in repositioning hotels and motels into low and moderate-income rental housing.
